Furrtek is already on it, and has been for some time. At this point, he's pretty much done, so all you need is wait and buy one when it's available.

A PGM multi is pretty hard, mainly because every single game is protected with a different protection. Some games have a CPU on the cart that is more powerful than the main board CPU, and run most of the game there, using the main board CPu just to receive inputs and transfer the display list & tilemaps to the VRAM.
The question is, is it doable without it being prohibitively expensive to design and build? PGM has a solid library of games, many of which are stupidly expensive these days. I'd be happy to pay a premium price to have one PGM cartridge to rule them all.
As for CPS2, say what you will about Darksoft, but his kit does work. Sure, it would be better to have a menu, like the one present in Terraonion's products, but many of those who were interested in getting a CPS2 multi, already got his device. PGM is an untapped market. So is CPS Q-Sound.
To me, at this juncture, PGM is the number one device I'd like. Second would probably be CPS Q-Sound, with a Mega CD ODE in third place.
