My experience (from about 2 weeks ago) was that it took 3 or 4 days from the time the initial shipment email was set until DHL was actively moving it.
From there, I think it took 2 business days (and I'm in Canada).

Keep in mind that the first day of pre-orders was in mid-April, and would have had the most sales of any day by a large margin (and probably more than any month since then).

Also, a large number of pre-orders were made in April when they were first announced, so I would expect that a late-June order would be fulfilled toward the end of of the shipping backlog.
Be patient.

Which bios did you use ?
And if you try the bios from the other region (i.e. Japan versus USA), does that work any better ?

The long read time is directly related to the number of files in the directory (and secondarily to SDCard read performance); literally, it has to make a lot of read commands due to the nature of the filesystem. Power quality problems don't have to come from outside of the console (although they can). Among others, common ones which can happen "at" the console include: - DC output from the AC adapter having poor conditioning, voltage, or current - degradation of the power-conditioning capacitors immediately...
